kdelibs5-dev software package provides development files for the KDE Development Platform libraries, you can install in your Ubuntu 12.04 LTS (Precise Pangolin) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install kdelibs5-dev
kdelibs5-dev is installed in your system.
Make ensure the kdelibs5-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep kdelibs5-dev *
You will get with kdelibs5-dev package name, version, architecture and description in a table
